PITTSBURGH (KDKA) – When the local booze hiatus rocked the restaurant industry, Spencer Warren began shaking up his take-away cocktails.
“It gives us another source of income that we didn’t have before, which helps us survive,” said the owner of The Warren Bar & Burrow.

His to-go cooler for alcoholic beverages has since become a lifeline and accounts for more than 50 percent of his business. Additional employees are required to prepare, package and manage the money-making mixed drinks operation.
“They are many of our own home recipes. But basically someone is here eight hours a day, five days a week, whether it is preparing, juicing fresh juices or clarifying, ”the business owner told KDKA.
The sale was temporarily approved via HB327 during the disaster declaration. But this week the Pennsylvania House Liquor Control Committee passed a new measure, HB1154, that would make it permanent.

MEP Natalie Mihalek, who sits on the committee, told KDKA: “This way restaurants can keep their revenue and protect their customers as there is still a percentage of people who are still not comfortable eating out. “
The new legislation comes from the fact that some bars and restaurants still have low personal volume, although mitigation efforts are being scaled back. The new bill gives some business owners hope that they can keep paying their bills.
“It gives us a source of income that we couldn’t survive again without another pandemic without it,” said Warren, who also told KDKA that it could be another year before his business is back to full throttle.
According to lawmakers, the new bill would likely include clearer guidance on preventing consumption on the street and other places that could cause potential safety issues.

It is unclear whether or not the move will be considered for a full House vote in the next legislative session on May 24th.
